1 Guidelines for Marketing Development Assistance (MDA) effective from 01.01.2021.
1.1 The main objectives of the revised OPP schemes
The Indian Ministry of Tourism is encouraging tourism from overseas markets via its overseas offices, through global media campaigns and initiatives, and also through collaborations with the tourism sectors.
By acknowledging the main roles of the stakeholders in the tourism industry in boosting international tourism arrivals to the country, the Ministry of Tourism under its Overseas Promotion and Publicity (OPP), also called as Restructured Scheme of Overseas Promotion and Publicity including Marketing Development Assistance (OMPD), is extending financial support to the State Governments, Union Territories Administrations and
approved Tourism Service Providers (TSP) across the country for marketing and promoting tourism to India from the overseas market.
The COVID-19 pandemic in 2020 has been a global health emergency that has tremendously affected the hotel and tourism industry. In this situation, each and every country will be competing with each other to get hold on a fair share of global tourist traffic.
So, the modification and enhancement of the OPP schemes aims to produce optimum benefits and advantage to the stakeholders of the tourism sector.
The Indian Ministry of Tourism in close coordination with the Ministry of Culture, Archaeological Survey of India (ASI), States, Union Territories, NGOs are preparing to grow amenities at historic places, museums, sites to make it
tourist-friendly and raise and strengthen the tourism potential of the site in a planned manner.
The Ministry of tourism is aiming to provide financial support for establishing and upgrading
the Indian Institutes of Hotel Management & Catering Technology & Applied Nutrition (IHMs),
Food Craft Institutes (FCIs) in the country. The Indian Institute for Tourism and Travel Management (IITTM), the Indian Culinary Institute (ICI) and the National Council for
Hotel Management and Catering Technology (NCHMCT) are also entitled for the scheme.
Apart from these, Central Government may extend limited financial support with certain conditions to institutions such as it is, Polytechnic institutes, universities, colleges owned by government or
a private sector undertaking, an autonomous body owned by the Central or
State or Union Territory government which offers course(s) specific to hospitality crafts (including management courses) or travel/tourism,
for facilitating development of institutional infrastructure, subject to conditions that the Ministry may impose on case to case basis.
Likewise, the Ministry on being approached may also consider, one time CFA not exceeding Rs. 30 lakhs to a government school (including a Kendriya Vidyalaya) which offers hospitality or tourism course at +2 stage, to enable it to develop laboratory and acquire equipments necessary for and specific to the course[3].
